Uganda Assumes Chairmanship of Pan African Postal Union for 2026–2030 Cycle

Uganda has officially assumed the chairmanship of the Pan African Postal Union (PAPU) Plenipotentiary Conference for the 2026–2030 cycle, marking a major milestone in the country’s continental leadership in the postal and communications sector.

The Uganda Communications Commission confirmed the development via its X account, noting that the Minister of ICT and National Guidance, Chris Baryomunsi, will hold the position, represented at the ongoing 11th Ordinary Session of the Conference by Executive Director Nyombi Thembo.

Uganda takes over the rotating chairmanship from Zimbabwe, which led the Union for the past four years under Minister of ICT, Postal and Courier Services, Hon. Tatenda Mavetera. Member states commended Zimbabwe for its strong leadership, institutional reforms, and commitment to strengthening postal cooperation across Africa.

The Pan African Postal Union, a specialised agency under the African Union, coordinates postal services, enhances cross-border logistics, and supports digital communication systems across member states. Uganda assumes the chairmanship at a time when African postal systems are rapidly transforming due to digitalisation, e-commerce growth, and rising demand for efficient logistics networks.

Officials noted that Uganda’s leadership will prioritise modernising postal infrastructure, expanding digital postal services, and strengthening regional logistics systems to support Africa’s growing e-commerce economy. A key focus will also be enhancing interoperability among national postal operators to improve efficiency, reduce delivery costs, and facilitate seamless cross-border trade.

Uganda is expected to align its leadership agenda with the African Continental Free Trade Area (AfCFTA), leveraging postal and logistics networks to help small and medium enterprises (SMEs) access wider African markets.

Government officials emphasized that Uganda assumes the role with a strong commitment to innovation, inclusion, and institutional strengthening, positioning postal systems as critical enablers of economic transformation.

“As Uganda takes on this responsibility, we do so with humility, confidence, and a clear commitment to advancing Africa’s digital transformation, strengthening postal systems, and supporting intra-African trade,” the statement read.

The mandate also prioritises bridging the digital divide by expanding access to affordable postal and communication services, particularly in rural and underserved communities. Stakeholders view Uganda’s appointment as an opportunity to shape continental policy on postal reform at a time when global logistics systems are being reshaped by technology, automation, and digital financial services.

With this new role, Uganda is expected to strengthen partnerships with African states, development partners, and private sector actors to build a resilient, technology-driven postal ecosystem. The 2026–2030 cycle is anticipated to position Uganda at the forefront of redefining Africa’s postal and logistics future, with strong emphasis on innovation, regional integration, and sustainable development.
